Cities begin to challenge a bedrock of justice: They’re paying criminals not to kill - The Washington Post

The article does not come right out and say you must be black to apply for a monthly stipend, but it is easy to get that idea from reading it. It also does not mention if the program is open to the 87 other government-defined minority classes.

As a retiree, I sometimes have trouble making ends meet and have written Al Sharpton and Jesse Jackson to see if I can be made an honorary black so I can get in on the gravy train. If the standard payment is $1000/mo for each murder I don't commit, I plan to not commit at least 3 or 4 murders per month. I'm also thinking of asking for payment for each robbery I decline to commit. 

You have to love a country that can come up with such a wonderful way to make a living.
